About the Role 

We are looking for a Senior Procurement Manager to join our Procurement team. The Senior Manager will be the face of Procurement for the OCS, partnering with lines of business to collaborate on procurement planning, and providing comprehensive support on a variety of strategic, tactical, and operational matters related to procurement business planning, requirements, and initiatives. They will provide overall leadership, strategy and execution related to the delivery of a defined set of categories to single or multiple clients across the OCS, identifying opportunities for consolidating and enhancing services, developing and recommending strategies and plans for strategic sourcing. They provide strategic advice, guidance, recommendations, and consultation to internal stakeholders at all levels, and ensure that business areas receive optimal benefits and best value for money while developing and enhancing procurement service excellence. 

About Your Day 

  • Develop and train staff and management on procurement policies and procedures
  • Collaborate with business areas on current and future initiatives requiring procurement support
  • Apply expert knowledge to develop innovative category and procurement solutions in compliance with policies and directives
  • Drive best value, influence, and guide adoption of procurement strategies
  • Plan, organize and manage procurement requests
  • Develop and monitor resource plans, adjusting as necessary
  • Oversee complex, high risk, politically sensitive and/or contentious RFx processes through the provision of leadership guidance and support
  • Ensure compliance with the OCS procurement policy, procedures and protocols, OPS Directive, trade treaties, and all applicable legislation
  • Manage sourcing initiatives for all departments, ensure effective strategy development, market assessments, RFP processes, and supplier management
  • Develop and review specifications and pricing schedules
  • Ensure timely and accurate reporting is completed in accordance with procurement policy, procedures and protocols, the OPS Directive, trade treaties and/or applicable legislation
  • Ensure that documentation is accurately maintained, and all procurement documents from inception to completion is filed appropriately
  • Manage and implement best practices in procurement
  • Keep up to date on related procurement legislation, best practices, trends, and innovative methods

About You 

  • Post-Secondary education in Procurement. Business Administration, Finance or related field of study and/or equivalent combination of education and experience
  • 6+ years of experience in procurement and/or purchasing role, with 4+ years managing direct reports within a procurement department
  • Certification from the Supply Chain Management Association of Canada (SCMA) or the Public Sector Procurement Program (PSPP) or Certified Public Procurement Buyer (CPPB) or Certified Professional Procurement Officer (CPPO) designations, or an equivalent combination of education and work experience
  • Working towards a designation from one of the following: the Supply Chain Management Association of Canada or The Procurement School or National Institute of Government Procurement
  • Ontario public sector experience is a strong asset
  • Ability to lead, support and motivate a team in a highly collaborative, environment
  • Strong experience with coaching and performance management
  • Experience with leading value-based and innovative open competitive procurement processes, and negotiating a variety of contract types
  • Experience with supplier analysis, analyzing proposals including non- financial criteria
  • Experience with supporting teams in negotiations and awarding recommendations
  • Advanced knowledge of Microsoft Office programs (Outlook, Excel, PowerPoint and SharePoint) and Dynamics
  • Experience with public tendering platforms is an asset
  • Strong conflict resolution, collaboration, facilitation, problem-solving, and interpersonal skills

Remote Work 

  • This position offers a Hybrid work schedule. Effective April 2022, you will be required to be in the office 1-2 days each week, with the ability to work from home for the remaining workdays (subject to specific business needs requiring office attendance).
  • Currently, our office is open and available to use but it is not mandatory to be in office until April 2022
  • When working from home, a reliable internet connection is required. Remote work is supported with cloud-based applications and collaboration tools (i.e., MS Teams)
